Technology Assessment

Challenge
UK forces use video cameras extensively for remote monitoring and surveillance. Frequently the video streams are carried over wireless links. Current systems are based on analogue technology but MOD wanted to assess the performance improvements obtainable by moving to digital. If the benefits were adequate, they wanted to procure a digital system based on an extensible architecture forming the basis for future sensor networks.

Our Approach
Plextek performed an industry survey of technology developments and an assessment of key requirements from user representatives. From these, we shortlisted a set of technologies and approaches, developed a demonstrator system to showcase the options, and carried out extensive testing with user panels to select the optimum combination of technologies. MOD accepted our assessment and recommendations; we then prepare the technical requirements of the invitation to tender prior to playing a leading role in the technical assessment.

Once the procurement contract was let, Plextek provided technical support to the DE&S project officer. Plextek was heavily engaged in assuring the system design met the User’s requirements through radio performance testing, video quality assessment and system acceptance testing.

The DE&S Delivery Team encountered several technical hurdles which they were able to overcome using Plextek’s objective assessment of the ability of the technology to meet the User’s ambitious expectations. The system is now deployed with the User community.

Outcome
“I write to express my thanks on behalf of Director ISTAR and the User community for the contribution of the Plextek team to the success of the programme. Your support throughout the programme, often at short notice, has always been of a high standard. This is noted and greatly appreciated by DE&S ISTAR and the User community.”
